Why do you require a company in the Netherlands? You need a registered office to incorporate. If you want to incorporate your current Russian company in the Netherlands, please refer to: http://www.kvk.nl/ondernemen/rechtsv...nnootschappen/ (in Dutch)
Please note, the KvK is just the registration authority. It's not a all-in-one provider (it doesn't provide a registered office, nominee directors, etc.).

If you really require a Dutch company, I would recommend you to contact the Sovereigh Group. I have good experience with these guys (they also have an office in Amsterdam), and are specialized in putting up companies all over the world.
If you just want a company for the sole purpose of getting back sales tax, please look into a United Kingdom Limited company. They are much faster and cheaper to incorporate.
