If I understand the terminology correctly (I used to run an in-company
News server) this is an active UDP. The cancels might/will be processed
by servers which don't filter on Path headers and might even cancel
articles on Tiscali's servers.
I have no involvement in this whatsoever, so I couldn't care less, but
I object to the implication that there is/can_not_be 'collateral (sp?)
damage' when there can be and probably is.

There is no implication that there would be no collateral dammage.
Everyone is aware of the collateral damage. In fact the collateral damage
is advantagous in this, Tiscalis users start to complain to Tiscali.

A UDP works on the same *principal* as blackmail:
-=> pressure
Tiscali has been neglecting it's duties towards Usenet, all other
means on pressuring them into action have failed. Hence with an
UDP the pressure isn't applied to them directly by the people who
are having to deal with the sh$t, but by the people they make money
off from. And that turns up the pressure notch quite a bit.
Blackmail is about receiving goods or payment from the pressured
party. An UDP is to encourage an ISP to Do The Right Thing (tm).

Not at the moment. Also it's something users *can't* fix. The provider
has to fix it.

It's correct. In that way, users are 'involved' but it isn't something
I can't help. The newspeers of tiscali can do of course. If they de-peer
the articles won't be canceled.

There is 'collateral damage' if you see every users as an appart usenet
intity. If you look to it from another view it is no 'collateral damage'
couse it's only 1 server. It really depends on the way
you look to it.
BTW: We never intent to harm tiscali users. I surely want to give
them access on my newsserver (with auth) if the UDP is going on.
IMHO innocent users (are they innocent?) can have some problems, but
we tried to do almost 'everything' else.

Well, just realize that it is *not* *just* "my servers, my rules",
i.e. also other servers and users are affected in an *active* UDP like
this one. A *passive* UDP, i.e. agreed-upon de-peering is "my servers,
my rules", but an active one isn't.

BTW, why isn't this proposed UDP (also) being discussed in
news.admin.net-abuse.policy (I am reading this in .usenet)? While I
haven't followed .usenet much, I have seen many UDPs proposed/discussed
in .policy, and, AFAICT, (proposed) UDPs fit .policy's charter better
than .usenet's.
