what is happening to belgacom?

Hi,
I use skynet adsl multipack (which gives faster access). I have been
experiencing problems with the connection since Friday 5 Nov and still
today.
I called twice to their support and they said that it was the modem, we
reconfigure it and (of course) the connection is still very slow.
I have run a "tracert" command and found that in some site I pass through
the COLT server which seems slow, but still I wonder who is it? Belgacom or
Colt?

There isn't a real problem actually. The Belgacom routers reply on pings
very slowly, but this doesn't bother you're overall latency a bit as you
can see in hop 6, 7 or 8. Replying to pings has a very low priority for
(most) routers, and that's why you could get such latency on the first
routers, but not on the rest. This actually seems more like a problem on
the Skynet routers.

Not only the colt server is slow, if I look at your tracert. Take a
look at the tracert I just performed over an ADLS Plus :
