CPU : AMD athlon 64 3000+ or Intel P4 2.8 ,
Ram : 1024 Mg
Hard : 80 GB +
5 IP address and Root access.
Linux based.
Cpanel and WHM included.
Apache 2.0
PHP 5.0
Mysql DB
1000 gig monthly bandwidth.
Server must be located in Netherlands.

Because you took the liberty to tell us what the server is going to run, I think many ISP's will not make you an offer.
Torrent sites are still a pain in the ass, since it's not clear yet if it's legal to host them.
Success with your search for an ISP.
