If you can pickup the transit in a carrier neutral facility, many transit providers can offer you transit.
Ok, let say NIKHEF or SARA is ok for partial IP transit

The test solution in that case, is to connect to AMS-IX directly and pickup peers there. Even so, you will see that at low traffic volumes the price per megabit is higher then 1 euro / mbit.
Maybe you can use our offer here to pickup AMS-IX @ nikhef and get redundancy in your transit traffic at the same time.
