Intel pentium 4 3 ghz or faster
2048 mb RM
250 gb harddisk or more
1000 gb monthly traffic

If possible with a Windows Basic License.

or something similar.

The most important aspect are the 2048mb RAM.

The monthly fee should be max. 70€
